Regulatory Landscape

Ethiopia’s Banking Regulatory Framework

Ethiopia’s financial sector is regulated by the National Bank of Ethiopia (NBE), which supervises commercial banks, microfinance institutions, and savings and credit cooperatives (SACCOs). The regulatory framework emphasizes financial stability, consumer protection, and financial inclusion while maintaining strict prudential standards. SelamNow Core Banking is built to operate within this framework with automated compliance, reducing regulatory burden while ensuring institutions meet all NBE requirements.

Asset Quality

NBE Loan Classification & Provisioning Standards

NBE Directive SBB/52/2012 establishes mandatory loan classification and provisioning requirements for all financial institutions. SelamNow automatically classifies loans and calculates provisions based on days past due and collateral coverage.

Pass (Current)

Criteria: Institution-approved classification policyProvisioning: Validate applicable provisioning rules

Loans performing normally with timely payments. Minimal credit risk. Requires minimal monitoring unless borrower financial condition deteriorates.

Special Mention

Criteria: Institution-approved classification policyProvisioning: Validate applicable provisioning rules

Potential weaknesses that may result in deterioration if uncorrected. Requires enhanced monitoring and borrower engagement to prevent further delinquency.

Substandard

Criteria: Institution-approved classification policyProvisioning: Validate applicable provisioning rules

Well-defined weaknesses threaten full repayment. Collateral valuation reviewed. Restructuring or legal action may be required to recover loan.

Doubtful

Criteria: Institution-approved classification policyProvisioning: Validate applicable provisioning rules

Full repayment highly questionable. Likely loss but specific amount not yet determinable. Collateral liquidation initiated. Interest accrual typically suspended.

Loss

Criteria: Institution-approved classification policyProvisioning: Validate applicable provisioning rules

Loan considered uncollectible. Zero recovery expected even with collateral liquidation. Should be written off after exhausting all collection efforts and legal remedies.

Collateral Adjustment

Criteria: Institution-approved classification policyProvisioning: Validate applicable provisioning rules

Collateral valued conservatively at forced sale value minus 20-30% haircut. Real estate requires certified appraiser valuation updated annually.

Pricing Controls

NBE Interest Rate Regulations

NBE regulates interest rates charged by MFIs and sets guidelines for banks and SACCOs to prevent predatory lending and ensure fair pricing. SelamNow enforces these restrictions automatically, preventing non-compliant loan products from being created.

MFI Interest Rate Caps

Maximum: 16% per annum on microloans

NBE Directive MFI/47/2018 caps interest rates for all microfinance institutions at 16% annual rate. Applies to all loan products. Penalties for violations include fines and license suspension.

Bank Lending Rates

Guideline: Market-based with NBE monitoring

Commercial banks set lending rates based on cost of funds, risk, and competitive conditions. NBE monitors for excessive spreads (>6-7% between deposit and lending rates) but no hard caps currently enforced.

SACCO Interest Rates

Guideline: Reasonable rates, member-approved

SACCOs set interest rates through general assembly vote. NBE expects "reasonable" rates reflecting cooperative principles. Typical range 10-18% annually depending on administrative costs and risk.

Deposit Interest Rates

Guideline: Competitive rates, NBE floor suggested

Savings deposit rates typically 5-8% annually. NBE suggests minimum 5% to encourage savings mobilization. Fixed deposit rates higher (7-10%) based on term. Negative real rates (below inflation) discouraged.

AML/CFT Requirements

Know Your Customer & Anti-Money Laundering

Ethiopia has strengthened AML/CFT regulations to combat money laundering and terrorist financing. NBE Directive AML/01/2021 requires comprehensive KYC, transaction monitoring, and reporting to the Financial Intelligence Center (FIC).
